People's Daily Online, March 8 (Reporter Zeng Wei) - Today, the Third Session of the 11th National Committee of the Chinese People's Political Consultative Conference held a consultation meeting on proposal handling, centered around the theme of "Accelerating the Transformation of Economic Development Mode and Vigorously Developing Strategic Emerging Industries". Liu Qi, Deputy Director of the National Energy Administration, stated in his speech that the National Energy Administration will adjust the medium- and long-term energy development plan, accelerate the development of renewable energy, and ensure that non-fossil energy accounts for about 8% of primary energy this year.

In recent years, China has achieved gratifying results in the development of new energy. The total installed capacity of wind power has reached 22 million kilowatts, ranking third in the world, and the newly installed capacity ranks first in the world. China is also the country with the largest nuclear power capacity under construction in the world. However, due to the fact that energy consumption is mainly fossil energy, it has brought great environmental pressure.

Currently, to achieve the carbon emission reduction target by 2020, there is an urgent need to develop new energy; to cope with the financial crisis, maintain steady and rapid development, cultivate new economic growth points, stimulate domestic demand, and expand employment, the promotion of new energy industry is required. In addition, many countries regard the development of new energy as a way to seize the commanding heights of economic development, and international competition has also put forward new requirements for the development of new energy.

Liu Qi introduced that in response to these requirements, the National Energy Administration is formulating a plan for the development of emerging energy, adjusting the medium- and long-term development plan of nuclear power, and will vigorously adjust the energy structure, accelerate the development of renewable energy and nuclear energy, and accelerate the development of emerging energy such as hydropower, nuclear power, solar energy, biomass energy, geothermal energy, ocean energy, and tidal energy. Promote the research and development of low-carbon technologies for traditional energy, build large-scale environmentally friendly thermal power units, develop advanced transmission technology and power grid technology, and accelerate the low-carbon utilization of traditional energy.

In addition, the institutional mechanisms for the innovative development of emerging energy industry will be improved, and relevant policies will be perfected. According to relevant requirements, we should pay close attention to the 12th Five-Year Plan for renewable energy, formulate implementation measures such as priority dispatching of renewable energy; establish grid connection methods for renewable energy power generation, and formulate management measures for renewable energy development funds and use.
